About the Position: Serves as Senior Analyst of an organizational support group responsible for the full range of direct and customer programs accomplished within the organization supported.
Duties
Coordinate and manage the planning, budgeting and execution of major weapons systems and ammunition projects.
Establish new systems and implements procedures for planning, authorization, monitoring and controlling program execution for a number of funded budget lines. Develop procedure for implementing budget execution.
Develop milestones for budget submissions through fielding. Prepare, present, and defend budget submissions to higher headquarters.
Respond to a wide variety of inquiries, including Congressional inquiries.
Serve as an advisor to project officials in planning meetings in the development of long-range financial planning to support acquisition plans and strategies, as well as ensuring current budget execution is meeting established plans and goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Practitioner Level certification in Acquisition Career Field BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) or the incumbent must be able to obtain certification within 60 months of appointment.

GS-12 Specialized Experience: One year of specialized experience which includes: 1) Executing duties such as: Analyzing financial and budgetary requirements of programs; 2) Advising supervisor, Business Manager, Program Managers and/or Management Officials on the budget guidelines for their organizations; and 3) Performing budget functions involving processes such as: formulation, justification, planning; and/or financial execution of programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes: 1) Providing strategic recommendation and plans to Supervisor, Business Manager, Program Managers and/or Management Officials on budget guidelines for their organizations; 2) Performing budgeting functions such as; formulation, justification, planning, programming, budgeting and financial execution of assigned programs; AND 3) Identifying program shortfalls and developing procedures to avert program delays. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
