The primary purpose of this position is to serve as Chief of Protocol for Headquarters Air Force Reserve Command. Plans, manages and executes the command protocol program. Establishes protocol policy and guidance and develops programs for the Air Force Reserve. incumbent works directly for the AFRC Commander.

Duties

DUTY 1: Plans, organizes and directs the activities of the Air Force Reserve Command Protocol Office, ensuring that the command complies with legal and regulatory requirements and meets customer needs. DUTY 2: Coordinates and implements all official functions for senior. HQ Air Force Reserve personnel. DUTY 3: Represents HQ AFRC with other installation/ functional area organizations, outside government and community agencies and all sanctioned DV visits. DUTY 4: Maintains custodial control of the Commander's Official Representation Funds (ORF) gift locker and gift fund. DUTY 5: Exercises supervisory personnel management responsibilities.

  • The work is typically conducted in an office setting. There is some walking, standing, bending and ca1Tying of items that are light to moderate in weight. Must be able to work under the- pressure of short deadlines and rapidly changing priorities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert professional knowledge and understanding of official protocol functions, concepts and practices. Knowledge of planning, organizing, managing, executing protocol programs to include customs, concepts, practices, and regulations dealing with distinguished visitors, ceremonies, conferences, official and social functions. Knowledge of missions, organizational structure, and operations and the skills in applying this knowledge in the planning and directing details of all formal visits of high ranking dignitaries, both from within the federal government and internationally. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert level knowledge of the concepts, principles and practices of protocol, customs, courtesies and governing policies. 2. Demonstrated supervisory experience including strategic planning, mentoring, team building, problem solving, conflict management, career planning and performance evaluation. Ability to plan, organize work, direct functions and meet suspenses. 3. Knowledge of budgetary requirements associated with planning ceremonial activities, conferences, official events and the utilization of Official Representational Funds. 4. Ability to supervise and provide guidance to both military and civilian personnel. 5. Ability to plan, organize, and direct AFRC Functions. 6. Ability to work independently, set priorities, analyzes situations quickly and correctly, and make quick decisions under stressful conditions to provide responsive, professional protocol assistance. 7. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing. 8. Knowledge of safety and security regulations and Equal Employment Opportunity policies, practices and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
