This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at United States Army Special Operations Command (USASOC), Fort Liberty, NC.
Duties
Serves as a Senior Warranted Contract Officer responsible for the full range of pre-award and post-award contract functions.
Performs pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization.
Ensures appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests.
Issues solicitations, evaluating proposals, contract negotiations, execution, and administration for complex and technical services and special assigned programs, in support of the US Army Special Operations Command (USASOC) mission.
Develops systems for evaluating and monitoring performance of contractors.
Provides guidance to team members regarding all contract functions.
Negotiates proposals and executes modifications.
Performs detailed analysis of bids received, ensuring strict compliance with specifications on advertised procurements and recommending award to the lowest responsible, responsive bidder.
Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
Compiles contracts involving social/economic considerations, development costs for minority/disadvantaged contractors, terms and prices, difficult to define scopes of work, legal conditions, and rigid deadlines causing additional complications.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position is subject to a pre-employment drug screening, and random drug testing thereafter.
- Direct deposit of pay is required.
- In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- One year trial/probationary period may be required.

Basic Education Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (NOTE: You must provide a copy of your Transcripts in order to be considered)
-OR-
A current civilian, Department of Defense (DoD) employee occupying a GS-1102 Contracting position with authority to award or administer contracts above the simplified acquisition threshold in DoD AND have been in this type of contracting position since September 30, 2000.
-OR-
A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before 30 September 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
1) Serve as a Senior Contracting Officer responsible for the full range of pre-award and post-award contract functions.
2) Perform pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, or privatization.
3) Develop systems for evaluating or monitoring performance of contractors and providing guidance to team members.
4) Ensure appropriate funding and required waivers, certifications, approvals, or compliances have been obtained for purchase requests.
5) Negotiate proposals or execute modifications.
This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
