About the Position: Serves as the Deputy Director, MICC-Fort Liberty Contracting Office on acquisition issues and as Source Selection Authority on major acquisitions as appointed by the SCO. Acts on all matters delegated to the MICC-Fort Liberty by the Commanding General, MICC. In consultation with subordinate supervisors/leaders, plans work operations, set priorities and establishes objectives.
Duties
Serves as the Deputy Director, MICC-Fort Liberty Contracting Office.
Determines actions to be taken on specific solicitations and contracts actions involving approvals of awards, disposition of protests, correction of mistakes, disputes, defaults, etc.
Evaluates overall performance of subordinate/leaders.
Implements Commercial Activities (CA) contracting guidance from higher headquarters and develops and implements MICC-Fort McCoy contracting guidance for the CA program.
Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long term planning for acquisition activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a contracting warrant.
- This position requires the incumbent to obtain and maintain a Acquisition Corps (AC) Membership or have been granted a waiver.
- This position requires the incumbent to sign a written agreement to remain in Federal service in the position for at least three years to meet
Critical Acquisition requirements.
- This position requires occasional travel up to 15% of the time.
- Must be able to obtain and maintain a Secret security clearance.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization
as doing so would seriously impair the capability of the organization to function effectively.
- Selectee must have a Level Ill certification in Contracting and meet all other CAP requirements prior to entering the position or be granted a
waiver by the AAE.
- Selectee must sign a written agreement to remain in federal service in this position for at least 3 years. In signing such an agreement, the
employee does not forfeit any employment rights, nor does such an agreement alter any other terms.
- The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) Critical Acquisition Position (CAP).
Unless specifically waived by the appropriate Army official.
- Selectee must meet the requirements for Acquisition Corps membership at the time of selection or possess a waiver.

In order to qualify, you must meet the education and sepcialized experience requirements described below. Degree: Bachelor's degree (or higher degree) from an accredited educational institution.
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to at least the NH-3/GS-13 grade level in the Federal service which includes work that involves: Reviewing directives and regulations issued by higher headquarters to determine impact on the organization and issues appropriate implementing instructions. Appling procurement principles and technical or program requirements to plan and manage or make decisions directing or leading a significant portion of a contracting activity. Participating in or conducts conferences, staff studies, etc. pertaining to overall management and programming. Collaborating with chiefs of other activities on work related changes affecting other activities; such as negotiations, decisions and coordination. Determining actions to be taken on specific solicitations and contracts actions involving approvals of awards.

This is a Mid Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $166,402 does not include applicable locality to be determined at time of appointment. If the incumbent's salary currently exceeds the stated salary control point the incumbent's salary control point will be set at the incumbent's existing base salary. does not include applicable locality to be determined at time of appointment.
