About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as a Senior Contract Specialist and Deputy Director over contract specialists and a purchasing agent.
Works under the general direction of the Director, RDA Contracting Office, who provides a general outline of overall objectives desired and delegates broad authorities and responsibilities.
Collaborates with the Director to establish the RDA Contracting Office vision, goals, and objectives in accordance with applicable statues and contracting regulations.
Independently decides how to accomplish goals within the framework of Department of Defense, United States Special Operations Command, Department of Army, and United States Special Operations Command policies and regulations.
The incumbent must know when to consult with Director during the course of action and when to act on delegated authority.
Responsible for the full range of contract functions and employ various contracting methods and types (multi-year, multi million dollars, construction, Indefinite Delivery-Indefinite Quantity, Time and Materials, and Cost-plus Award Fee contracts).
Issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex and technical services and special assigned programs.
The incumbent will be delegated a contracting officer's warrant, authorizing signature without dollar limitation, and the full range of responsibilities that accompany Contracting Officer duties
Serves as a primary lead for any technical evaluation board and review of pricing data, reviewing bonds required by the Government to ensure the contractor has adequate capital to successfully complete any project awarded.
Evaluating the financial capability of contractors.
Serving as lead negotiator for any pre and post award negotiations.
Performing site visits to training and construction sites to ensure fulfillment of contracts and for either performing or directing other personnel to conduct reviews and analyses of companies the unit is conducting business with.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- Incumbent must be able to obtain and maintain a Sensitive Compartmented Information security clearance.
- This position requires Temporary Duty (TDY) travel up to 10% of the time.
- Drug testing: This position has been designated for drug testing. If you are selected for this position, you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
