About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities
Duties
Participates fully, as the Deputy to the Director, in the administration and supervision of a staff of professional, technical, and administrative personnel engaged in the execution of the USASOC HQ Contracting Office.
Maintains an Unlimited Contracting Officer Warrant.
Provides expertise in the field of procurement operations, policy, compliance, and review.
Manages a wide variety of functional areas to include the USASOC HQ Contracting’s Procurement Metrics and Procurement Analysis requirements
(includes Service Contract Reviews, Military Interdepartmental Purchase Requests, Interagency Agreements, Memorandum of Agreements/Understanding), Government Purchase Card (GPC) program.
Serves as the Agency/Organization Program Coordinator (AO/PC), Quality Assurance Program, Training Program, and Internal Management Control and Review Program.
Personally, performs or assists the Director in directing intergovernmental contracting requirements.
Plans, directs, coordinates, manages, and evaluates results of personnel assigned to the USASOC HQ Contracting Office.
Makes decisions on work problems presented by subordinate Team Leaders and other leaders such as the 905th Contracting Battalion.
Serves as the USAOSC HQ Contracting Office Small Business Representative.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING
Certification within 4 years of entrance on duty.
- Incumbent must possess and maintain a Secret clearance.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year
probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army
Acquisition Executive the following requirements are mandated:
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least
three years.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Evaluating contract actions to ensure regulatory requirements have been met. 2) Reviewing contractual policies for assigned acquisition programs. 3) Reviewing contract actions to determine if corrective action is required.
