This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as technical cybersecurity advisor and cybersecurity subject matter expert and responsible for technical leadership of assigned programs and integrated, complex systems-of-systems within various lifecycle stages across all pathways within the Adaptive Acquisition Framework.
Duties
Supervises the activities of Cybersecurity staff under the Project Office engaged in carrying out assigned functions.
Serves as a cybersecurity technical expert/advisor on live, virtual, constructive, gaming, cyber, intel programs and Foreign Military Sales (FMS) programs.
Formulates long- and short-term plans to leverage, design, and implement innovative cybersecurity acquisition streamlining strategies.
Maintains, and continuously monitors system’s authorization, architecture, risks, mitigations, impacts, vulnerabilities, and configurations across the PM portfolio acquisition lifecycle.
Participates in meetings and workgroups which address challenging and highly complex cybersecurity issues.
Formulates project-wide cybersecurity policy and guidance; and monitors effectiveness and maintenance of cybersecurity service provider (CSSP) services throughout their assigned organization and area of responsibility.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Engineer and Technical Management within 36 months of entrance on duty.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Special Sensitive with SCI security clearance or access

- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal service.
Specialize experience is defined as 1) Advising on the operational risk of information systems throughout their lifecycle, 2) Ensuring adherence to federal lifecycle policies and guidance; 3) Evaluating technical and nontechnical controls compliance to resolve complex and persistent challenges; 4) Managing administration of organizational IT infrastructure and 5) Coordinate the installation of new equipment and software. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13)
SALARY RANGE: This position is covered by pay lanes and is in Pay Lane NH-04/PL1 (S). The Pay Lane salary range for NH 04 is $122,198 to $172,481. This includes locality at the rate of 16.82%. Management will set the selectee's pay for this position within the Pay Lane salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
