You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the MyNavy HR IT Solutions Program of PEO MLB SOLUTIONS.

Duties

You will lead and manage Information Security (INFOSEC) and Information Assurance (IA)/Certification and Accreditation efforts for program's portfolio of information systems. You will plan work to be accomplished by subordinates, setting priorities, and preparing schedules for completion. You will give advice, counsel, and/or instruction to individual employees on both work and administrative matters. You will provide guidance for system oversight, conduct reviews and fully integrate IA and INFOSEC into systems engineering and program reviews, and milestone/gate reviews for DON-managed information system programs.

  • Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret-SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 Advanced Level within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: works closely with subordinate personnel towards meeting individual performance thresholds, and seeks to challenge employees through assignments that require independent initiative and long-term planning. * Identifies opportunities for professional training and advancement through educational enrichment. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: maintains control through periodic reviews, briefings, reports, or observations to identify where corrective action is needed to meet task requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Gives advice, counsel, and/or instruction to individual employees on both work and administrative matters. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ensure protection and detection capabilities are acquired or developed using the IS security engineering approach and are consistent with DoD Component level IA architecture. In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band DP-03 in the federal service or equivalent experience in the private or public sector in overseeing projects and programs, providing assistance, advice, and guidance where problems exist or are developing; makes decisions on work problems and administrative proposals or requirements; and works closely with other supervisors and managers outside the unit to further activity and agency programs.
