About the Position: This position will serve as the head of the Cybersecurity Governance Office for the Program Executive Office for Simulation, Training and Instrumentation's (PEO STRI). In this position you will be responsible for leading, and collaborating with, cybersecurity teams of government civilians and contractors to support the Cybersecurity mission in PEO STRI

Duties

Senior Cybersecurity Representative for PEO STRI. May be appointed as Authorizing Official Designated Representative (AODR), Program - Information Systems Security Manager (P-ISSM), or both. Advises Authorizing Official, Staff and Program Office Senior Management on all aspects of information security and cybersecurity as it relates to supporting the mission of the PEO. Serves as a principal cybersecurity technical advisor in providing direction and guidance to PEO STRI’s Cybersecurity personnel (i.e. Information System Security Managers, Information System Security Officers, and System Security Engineers. Coordinates with the NETCOM Cybersecurity Teams to ensure adequate representation and support PEO STRI programs. Oversees the development of Cybersecurity strategies and advises upper-level management and executives, as well as other stakeholders throughout the PEO, on applying and adapting such Cybersecurity strategies. Analyzes PEO STRI Cybersecurity program needs to determine requirements and develops and implements cybersecurity strategies designed to address PEO STRI’s program requirements. Leads and coordinates the implementation of cybersecurity programs designed to anticipate, assess, and minimize system vulnerabilities across multiple platforms to include the establishment of vulnerability reporting criteria for the PEO. Reviews proposed new systems, networks, and software designs for potential security risks, and makes recommendations for mitigation or countermeasures based RMF and Cybersecurity policy, regulation and best practices. Establishes and maintains liaison with officials and groups throughout DoD, Army, ASA(ALT), other government agencies, and industry in areas related to the cybersecurity and associated fields. Prepares and Presents briefings to senior management officials on complex issues such as Risk Management Framework (RMF) impacts on acquisition systems and unique threat and test missions. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters; interviews and recommends selections of candidates for positions. Conducts Cybersecurity reviews, audits vulnerability assessments, risk assessments or evaluations regarding compliance with cybersecurity requirements in accordance with applicable government guidance and regulations. Principal Subject Matter Expert in the Risk Management Framework (RMF) and its implementation in the Army Acquisition environment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Back to Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (ENGINEERING AND TECHNICAL MANAGEMENT) Practitioner certification within 60 months as of entrance on duty.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
  • This position requires the incumbent to hold Information Assurance Management (IAM) Level III Certification under DoD Directive 8570.1 (IA Training, Certification and Workforce Management) within six months of assignment.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
