You will serve as a Management and Program Analyst in the Total Force Directorate, Talent Management Branch of CNSSC FLD DET MECH PA.

Duties

You will serve on the Workforce Development (WFD) Team to provide workforce development analysis for the NAVSUP Enterprise. You will manage the life cycle of an employee's career progression and provide management advice, analysis, and oversight on WFD programs such as NAVSUP Onboarding and Sponsorship or Leadership Development. You will analyze the training needs of the workforce through the NAVSUP Training Needs Assessment, leadership assessment results, and other surveys. You will manage WFD budgets and contracting requirements and will negotiate WFD funds with the comptroller ACOM staff. You will develop, update, and implement, policies and programs, which govern NAVSUP's employee development across the NAVSUP Enterprise.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS12: Your resume must have one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying management principles and processes to manage, analyze, and assess for efficiency and effectiveness NAVSUP Enterprise Workforce Development programs, the mission they support, and the need to develop the workforce of the future. Specialized experience must demonstrate a majority of the following: 1. Conducting an Enterprise training needs assessment analyzing all Enterprise data to determine courses/ development most needed within the Enterprise and the funding required; 2. Forecasting and managing workforce development needs, i.e., courses/development programs needed for the entire Enterprise and the associated funding required to execute the programs through extensive research and analysis for past, present and future workforce needs; 3. Preparing and presenting comprehensive reports and utilizing briefing techniques to address problems and recommend solutions, orally and in writing; 4. Developing local policy regarding Workforce Development through analyzing higher level policy and guidance, i.e., DoD and DON. GS11: Your resume must have one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying management principles and processes to manage, analyze, and assess for efficiency and effectiveness NAVSUP Enterprise Workforce Development programs, the mission they support, and the need to develop the workforce of the future. Specialized experience must demonstrate a majority of the following: 1) Conducting an Enterprise training needs assessment analyzing all Enterprise data to determine courses/ development most needed within the Enterprise and the funding required; 2) Under supervision of supervisor, forecasting and managing workforce development needs, i.e., courses/development programs needed for the entire Enterprise and the associated funding required to execute the programs through extensive research and analysis for past, present and future workforce needs; 3) Preparing and presenting comprehensive reports and utilizing briefing techniques to address problems and recommend solutions, orally and in writing; 4.) Assist senior management/supervisor in developing local policy regarding Workforce Development through analyzing higher level policy and guidance, i.e., DoD and DON. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successfully completed a Ph.D. or equivalent doctoral degree that is directly related to the position being filled.
  • Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree that is directly related to the position being filled.
  • Successfully completed an LL.M. degree that is related to the position being filled.
