The primary purpose of this position is to serve the Wing Advanced Program Office as the first level Supervisory General SAP Security Officers, providing planning, directing, organizing, exercising control over nonsupervisory employees assigned to 354 FW Advanced Program Office.

Duties

Plans, organizes, and directs the activities of the 354th FW, Advanced Program Office, ensuring that Information, Personnel, Physical, and Automated Information System Functional work areas comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the wing with a variety of installation and functional area organizations. Advises senior leadership on all aspects of two operational squadrons of F-35As. Manages the Special Access Industrial Security Program for the Installation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of law enforcement and security operations. Experience with advising unit commanders on issues involving integrated defense and mission assurance. Develops, coordinates, and integrates multiple DoD, HAF, MAJCOM and local plans, polices, and procedures directly affecting national security assets assigned to the installation or geographically separated units. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Advanced Program security concepts, programs, procedures, and practices to manage the establishment and operations of wing internal security programs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of special access programs, communications, industrial, information, physical and personnel security concepts, principles, and practices to plan and implement security programs in those areas as well as knowledge and experience with special compartmented information (SCI) security procedures are required. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge and ability to manage special access program computers to include local area networks, and cryptographic devices. Other Conditions of Employment: This position Emergency Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from federal service. This position may be designated as a key position IAW AFI 36-507-Duties of this position may be locally determined to be essential to accomplishment of wartime/contingency operations. Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position is world-wide deployable, in support of one or more wing unit type codes (UTCs). Employee must maintain medical, physical, and personal readiness to deploy in support of world-wide taskings to both western and nonwestern areas of responsibility. The employee will be required to frequently travel TDY (over 90 days per year), sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries. Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms. Incumbent may be occasionally required to carry a firearm. Accordingly, this position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 95) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
