- Implements and administers the Information Security Program for the organization. - Administers the Industrial Security Program for the organization. - Administers the Personnel Security Program for the organization. - Implements and administers the Physical Security Program. - Assists managers in implementing security education and motivation programs.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • This position is a designated national security position.

  • Consent to counterintelligence (CI) polygraphs and signature of non-disclosure agreements is a condition of employment. Refusal to sign said agreements or to polygraph will result in termination of employment.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The employee will be required to have, or obtain, and maintain a valid driver’s license in order to respond to security incidents at various locations geographically separated from the main office.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas; knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position may be designated as a key position IAW AFI 36-507-Duties of this position may be locally determined to be essential to accomplishment of wartime/contingency operations. Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
