The primary purpose of this position is to serve as the 353 CTS Security Officer, responsible for the development, management, oversight, and execution of the information, industrial, personnel, and physical security programs in support of RED FLAG-Alaska's mission.

Duties

Implement and administer RED FLAG-Alaska's Information Security (INFOSEC) Program. Implement and administer RED FLAG-Alaska's Personnel Security (PERSEC) Program. Implement and administer RED FLAG-Alaska's Physical Security (PHYSEC) Program. Implement and administer RED FLAG-Alaska's Industrial Security Program. Serve as RED FLAG-Alaska's civilian Foreign Disclosure Officer (FDO) for matters governing Classified and Controlled Unclassified Military Information as it relates to foreign disclosure and technology transfer.

  • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Applied knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Work situations may involve, for example: overlapping and conflicting requirements within a single facility; agreements with other organizations, agencies or with foreign governments for security resources and responsibility sharing; interpreting new policy issuances for application in a variety of environments and situations; developing guidelines for applying general criteria covering derogatory information that requires extensive experience and personal judgment to resolve. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of information, personnel, physical and industrial security concepts, principles, and practices to develop and implement security programs in these areas. Knowledge of national, DoD and AF policies and directives relative to disclosure of classified/unclassified military information. Knowledge of the military, political, economic, and social aspects of individual countries and alertness to international trends in order to carry out the work of the position. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for RED FLAG-Alaska. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
