The primary purpose of this position is to serve as the 353 CTS Security Officer, responsible for the development, management, oversight, and execution of the information, industrial, personnel, and physical security programs in support of RED FLAG-Alaska's mission.
Duties
Implement and administer RED FLAG-Alaska's Information Security (INFOSEC) Program.
Implement and administer RED FLAG-Alaska's Personnel Security (PERSEC) Program.
Implement and administer RED FLAG-Alaska's Physical Security (PHYSEC) Program.
Implement and administer RED FLAG-Alaska's Industrial Security Program.
Serve as RED FLAG-Alaska's civilian Foreign Disclosure Officer (FDO) for matters governing Classified and Controlled Unclassified Military Information as it relates to foreign disclosure and technology transfer.

- Position is designated critical-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive
- Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency
- This position is indexed as requiring a Tier I, Security Fundamentals, DoD Certification. Employee must obtain the required certification within one year of entering on duty in this position or obtain an approved time waiver.
- Incumbent cannot authorize disclosures of CMI until USAF FDO Training Course sponsored by SAF/IA has been completed.
- Employee will be required to obtain and maintain FDO qualifications within 12 months of appointment to position and maintain currency through recurring annual training.
- Incumbent of this position must have the ability to meet and maintain the physical requirements associated with long periods of standing, walking, bending
- stooping, reaching, crawling and similar activities when inspecting facilities or remote sites.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includesApplying Knowledge of a broad range of security program relationships, and expertise in information, personnel, physical, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Also, applying Knowledge of security program interrelationships to coordinate the objectives and plans of two or more security programs; make accommodations in study or survey recommendations to allow for differing program requirements; develop and/or implement squadron procedures and practices to cover multiple security objectives; serve on interagency or inter-organization committees and groups to identify and resolve, or to assign responsibilities for resolving, security issues; or to perform similar work. With the Ability to plan and carry out reviews of unit and/or contractor security programs, analyze and evaluate reports and conditions to recommend remedial actions. Plus applying Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, personnel, physical and industrial security concepts, principles, and practices to develop and implement security programs in these areas.
2. Knowledge of national, DoD and AF policies and directives relative to disclosure of classified/unclassified military information.
3. Knowledge of the military, political, economic, and social aspects of individual countries and alertness to international trends in order to carry out the work of the position.
4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for RED FLAG-Alaska.
5. Ability to communicate orally and in writing, clearly, concisely, and accurately.
6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
