Duties
The United States Space Force (USSF) Headquarters Space Force Command (HQSF) at the Pentagon is searching for a Civilian Deputy Director, USSF Test & Evaluation (NH-0340-04, GS 14/15 Equivalent).
Description:
This position serves as second-in-charge to the Space Force Test & Evaluation (SF/TE) Director and assume their roles and responsibilities in their absence. Additionally, provide the SF/TE Director advice and assistance on SF/TE staff management, resource allocation, strategic objectives for the Space Test Enterprise, program oversight, and policy creation and sustainment.
Ideal Candidate:
Background in test & evaluation, DoD acquisitions, PPBE, policy and program oversight, knowledge of Space Force mission and capabilities, and Pentagon experience is required. Candidate must be able lead and/or work in small-to-large teams and manage multiple projects and initiatives at a time. Moreover, candidate must have highly effective personal and professional communication skills to assume leadership of the Space Force Test & Evaluation Staff at any time. Finally, candidate must be able to obtain/maintain Top Secret/SCI clearance with Special Access Programs and highly knowledgeable in security protection protocols.
Key Skills and Abilities:
1. Expert knowledge of professional analytical principles, methods, and techniques.
2. Expert knowledge of data collection, simulation applications, and model validation: activities related to ground and space electronic components, subsystems, and systems, which simulate scenarios or conditions and show the effects of various applied changes.
3. Expert Knowledge of DoD/DAF system acquisition processes and DAF Planning, Programming and Budgeting Processes.
4. Knowledge in test professional development, training, and manpower policies.
5. Knowledge of Foreign Material Program resource allocation and programming, asset acquisition, DoD, Services and partner FM programs.
6. Expert skill in written and oral communication.
7. Expert ability to understand take ambiguous/complex test requirements and relay their importance to other space and non-space users.
8. In-depth ability to link classified programs together, while maintaining security requirements, to ensure integration overlaps are appreciated and/or mitigated.
Requirements
- U.S. Citizenship Required
- This position is on-site and eligible for telework, 2-4 days per pay period.
- Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- PCS and relocation funding not available.
