You will serve as a UTILITIES SPECIALIST in the Office of the Operations Officer of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice.

Duties

You will serve as Contracting Officer's Representative (COR) Annex 1601, overseeing Base Operating Support (BOS) contractor operations, in providing systems repair service for numerous utilities with plant/system maintenance and repair issues. You will plan coordinate and direct the organization and functions of the Division. You will establish internal policies, guidelines and procedures, and sets standard guidelines for work performance in accordance with NFM policies and performance criteria. You will manage division workload by reallocating priorities and resources as needed to meet demands and assuring work is accomplished in a logical, efficient, effective and expeditious manner. You will act as liaison between Command customers and the BOS contractor Annex 1601 and their representative to solve problems relative to contractor's responsibilities and the Government's standard of acceptable performance.

• This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Selectee must be located within the commute area of the command upon entry to duty.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance, policy, and maintenance of utilities equipment/systems including potable water, wastewater, and electrical power for the region.
