You will serve as a SUPERVISORY UTILITIES SPECIALIST in the Public Works Department of NAVAL FACILITIES ENG COMMAND MARIANAS.
This position is also subject to a Non-Foreign Overseas Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice.
Duties
You will plan, coordinate and direct the organization and utilities functions of the Public Works Department Marianas (PWDM)
You will establish internal policies, operational guidelines, and procedures and sets standard guidelines for work performance in accordance with organizational policies and performance criteria.
You will manage the multi million dollar utilities commodities which include the planning, financial management, and necessary work execution to meet customer needs within funds provided.
You will provide coordination of emergency / urgent / routine service work recurring preventative maintenance and repairs.
You will develop, justify and execute the annual budget requirements for the Utilities Overhead and Utilities Commodity budgets.
You will develop job objectives, assess work performance and rate subordinates.
You will serve as the resident expert and primary point of contact for all technical matters related to utility systems.
Requirements

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance, policy, and maintenance of utilities equipment/systems including potable water, wastewater, and electrical power for the region.
