You will serve as a Program Analyst in the Support Ships, Boats & Craft Branch; Amphibious, Auxiliary & Sealift Office of PROGRAM EXECUTIVE OFFICE SHIPS.
This position is part of the DoD Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14/15.
This position has a Control Point (CP). The salary is capped at the GS-15 Step 05 (currently $185,824). If your current salary is above this amount, your salary may be matched.
Duties
You will serve as Assistant Program Manager (APM) for the Navy's Auxiliary General Ocean Surveillance Ship (T-AGOS) program, responsible for the procurement of T-AGOS ships, including overall schedule, performance, and cost.
You will execute the T-AGOS procurement as determined in the yearly Presidential budget.
You will act as a program advocate and support OPNAV resource sponsors through the Program Objective Memorandum (POM) process.
You will assist with management of all phases of a ship acquisition project from conceptual design through contract design, construction, trials, and in-service guarantee.
You will provide authoritative guidance for budget development, cost analysis, financial control and management: access fiscal and contractual risks in contracts.
You will oversee a team responsible for cost and schedule earned value management analysis, integrated baseline reviews, and independent cost estimating to support ship budget requests.
You will plan and direct development of acquisition documentation to support acquisition major milestones, gate reviews, and regular reporting requirements necessary of an ACAT I program.
You will plan, initiate, program, and budget for T-AGOS 25 class ACAT I Program.
You will guide and monitor accomplishment, expenditures and other resource utilization, adherence to schedules and milestone, performance supporting labs, shipyards, contractors and field activities.
You will direct preparation, issuance, presentation and publication of formal reports and documentation covering or resulting from systems development, production, project and financial management, and related projects.
You will lead acquisition discussions required for the successful execution, management, and administration of the T-AGOS program.
You will investigate, develop, and analyze complex problems and provide advice and insights about the probable effects of alternative solutions, and brief findings to the PAPM, PM, PEO Ships and outside PEO leadership.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector managing or analyzing a ship acquisition project to ensure program requirements (e.g. design, budgeting, acquisition milestones, construction, ship trials, contract execution, etc.) are met.
