You will serve as a FINANCIAL MANAGEMENT ANALYST in the REASEARCH AND DEVELOPMENTAL BUSINESS ANAYSIS DIVISION, POGRAM AND BUSINESS ANALYSIS DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will ensure compliance with established criteria e.g., employee relations, personnel laws, rules, regulations and labor relations. You will track and report progress of hiring actions. You will assist in the preparation and processing of all personnel actions in various hiring tools. You will work with customers to identify future hiring requirements and use a broad spectrum of knowledge and resources to assist in resolutions and decision-making regarding personnel hiring authorities.

Requirements

  • Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

DA-03 Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate related duties in the following: 1) Utilizing Microsoft Excel and the ability to extract data from automated systems and format into reports; 2) Assisting with financial analysis and interpretation and evaluation of funding plans; 3) Tracking funding, validating expenses, reviewing transactions in accounting system, and reconciling accounts; 4) Making recommendations for financial data corrections DA-02 Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band (DA-01) in the federal service or equivalent experience in the private or public sector. General experience must demonstrate related duties in the following: 1) Performing data entry into automated systems; 2) Providing entry level financial support of financial transaction processing; 3) Demonstrating strong written and oral communication skills; 4) Assisting in the preparation and processing of all personnel actions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

DA-03

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

DA-02

4-year course of study leading to a bachelor's degree
