The primary purpose of this position is to serve as an Acquisition and Financial Spec. in support of the Secretary of the AF, Chief Space OPS, Under Secretary of the AF, HQ USDAF Command Section, Office of the Admin. Assistant to the Secretary of the AF, their subordinate offices and associated named activities, SAF/AAO performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis for facility and supply requirements.
Duties
Functions as an acquisition specialist for Headquarters DAF. Plans, documents, coordinates, and executes the activities associated with SAF/AAO procurement for facilities and supply requirements. Manages the support for the Secretary of the Air Force, Chief Space Operations, Under Secretary of the Air Force, Chief of Staff, Vice Chief of Staff and Chief Master Sergeant (Top 8) and their subordinate offices and support organizations located in the Pentagon and the National Capital Region.
Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds. Reviews, analyzes, interprets, and implements directives and policy from higher echelons.
Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Participates in the development of system planning objectives by evaluating cost/schedule tradeoffs, budget requirements, etc.; and develops appropriate financial plans in consonance with Program Management Plans.
Represents the organization at all levels within the government and at contractor/industry sites. Participates in conferences and meetings to deliver presentations on program status, accomplishments, challenges encountered and anticipated, program requirements, and the integration and advocacy of program objectives.

- This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- May be required to travel by military or commercial air in the performance of TDY
- The incumbent may be required to work overtime or an irregular work shift
- The incumbent must be able to obtain and maintain a Secret Security Clearance
- A bachelor’s or advanced degree in business administration, economics, finance, or other related field is highly desirable

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed and in-depth knowledge of the DoD Planning, Programming and Budget System budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; and a basic knowledge of information technology. Analyze financial activities and develop and charts functional logic for new and revised automated financial management systems and effectively presents financial management needs to program managers, engineers, information technology specialists etc. Serves as the financial advisor within the SAF/AAO office responsible for facility and supply acquisition program(s) and/or program support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis
of financial data.
Knowledge of DoD acquisition requirements, development, and approval processes.
Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program.
Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Prepare and deliver briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
