The position will provide direct program and administrative assistance to the Chief, Assistant Chief and Supervisory Program Analyst/Operations Manager of the Mental Health Service. The position serves as the hub for information transfer in the Mental Health Service Line and acts as a liaison between the Chief, Mental Health, and Mental Health Service Line research and management staff.
Duties
Duties include:
Perform comprehensive data and document gathering, analysis and development of alternative options to improve processes.
Conduct special information surveys to evaluate specific needs that may arise or meeting needs which may already exist.
Responsible for the in-depth need and feasible analysis of projects pertaining to the service.
Maintain and develop data relative to resource utilization and staff workload and productivity.
Collects, analyzes, and interprets data.
All suspense and follow-up files are maintained to ensure deadlines and reporting requirements are met.
Set up monthly meetings, prepare the agenda, record minutes, and take action as needed on issues discussed.
Conduct studies directed at determining the most effective use of space, supplies, equipment and other resources.
Monitor the fund control points ensuring quarterly budgets are not exceeded.
Serve as the program specialist for the mental health programs.
Develop and modify administrative program policies, station memorandums, letters, memos, directives, and special emphasis programs.
Evaluate and coordinate quality management activities in Mental Health Service.
Consistently communicates and treats customers in a courteous, tactful, and respectful manner.
Provides consistent information, both written and telephonic, according to established policies and procedures.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Work Schedule: Monday through Friday; 8:00a-4:30pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develops, designs, and presents raw data using graphs, charts, and comparison reports
Planning and coordinating programs, seminars, and events for management and department officials
Analyze procurement procedures for supplies and materials
Complies and prepares daily, weekly, monthly, and/or quarterly reports
Operates a wide range of computer program such as Microsoft Word, Excel Spreadsheet, working reports
OR,
Education: Successfully completed a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts required).
OR,
Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts required).

Physical Requirements: The work is primarily sedentary but includes periods of standing, walking, and sitting. Prolonged periods at word processing and computers are necessary. Bending , lifting small office and audio-visual equipment and carrying it to adjacent locations are necessary.
