Duties
You will serve as an INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) in the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM and C)), Office of Budget (FMB).
You will evaluate the missions, goals, plans, business processes and guidance to develop and maintain enterprise Information Technology (IT) solutions with a focus on internal controls and IT audit efforts.
You will coordinate responses to audit requests for the FMB IT systems, processes, and controls by internal and external Auditors.
You will apply functional expertise and analytical skills to ensure Financial Management and Accounting systems users have access to the capabilities and data essential to perform their roles and responsibilities.
You will apply internal controls to identify, evaluate and provide remediation to IT-related risks.
You will write, troubleshoot, debug, and maintain code and associated documentation and coordinate with the user to determine output media/formats or data requirements.
You will develop and execute audit plans based on risk assessments and organizational priorities.
You will document audit findings, prepare reports, and present recommendations to FMB.
You will provide recommendations to mitigate risks and enhance the security posture of the FMB organization.
You will develop and maintain financial systems/applications using ColdFusion, HyperText Markup Language (HTML), Cascading Style Sheets (CSS), and JavaScript.
You will design and implement database structures and queries in Oracle to support financial systems/applications.
You will document audit findings, prepare reports, and present recommendations to leadership.
You will collaborate with cross-functional teams including designers, project managers, other developers, and external auditors to address audit findings and implement recommended improvements.
You will communicate audit results effectively to stakeholders and provide guidance on remediation efforts.
You will recommend and support the implementation of best practices and innovative solutions to enhance IT audit processes.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain maintain the credentials as described in SECNAV M-5239.2 for specialty area Cyber Policy and Strategy Planner level Expert within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Information Technology Level II. Certification is required within 24 months of appointment.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-14
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience modifying IT plans and policies to respond to changes in an organization's business requirements;
Experience conducting evaluations of business needs to ensure that IT architecture plans are aligned with current and planned IT infrastructure support plans;
Experience applying analytical processes to the planning, design, and implementation of new and improved information systems to meet business requirements of customer organizations; and
Experience performing analysis to develop overall functional and system requirements and specifications.
GS-13
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience modifying IT plans and policies to respond to changes in an organization's business requirements;
Experience applying functional skills to ensure financial management and accounting systems user have access to the capabilities and data that are essential to perform roles and responsibilities;
Experience conducting evaluations of business needs to ensure that IT architecture plans are aligned with current and planned IT infrastructure support plans; and
Experience applying analytical processed to the planning, design, and implementation of new and improved information systems to meet business requirements of customer organizations.
