About the Position: This position is located with the U.S. Army Sustainment Command, 406th Army Field Support Brigade, Logistics Readiness Center, Plans and Operations Division, in Fort Eisenhower, Georgia.
Duties
Develops and prepares both recurring and non-recurring resource management and cost analysis reports.
Performs analysis and generates customized reports from varied automated financial systems for data requirements.
Analyzes and determines financial status of accounts; and provides advice and recommendations when interpreting and explaining data elements and implications on resource related topics.
Ensures timely recording of obligations and the validity/status of financial report balances.
Studies complex interactions of costs/financial transactions applied to various types of financial documents, customer orders, and the general ledger.
Manages and maintains budget/financial systems; and provides analysis, recommendations, and advice to customers, based upon the relationship between accounting and budget.
Provides both technical and functional advice/resolution to inquiries from end user and financial management staff on how the accounting/financial system functions serve organization/end user’s business needs
Performs first level supervisory personnel management responsibilities for civilian employees.
Plans and assigns work to be accomplished by subordinates, sets priorities, and develops schedules for completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes 1) Providing accounting or financial support to customers; 2) Interpreting policies and/or procedures applicable to an organization's financial management operations; 3) Preparing financial management data, reports, or metrics regarding the status of funds or an organization's financial status; and 4) Leading projects and/or personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
