About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, GA. This position will be filled on a permanent basiss.

Duties

Serve as Chief, Budget Execution Division, Deputy Chief of Staff, G8, with responsibility for financial management functions of U.S. Army Cyber Command (ARCYBER) HQs Staff. Responsible for budgeting and execution oversight of ARCYBER HQs programs. Leverage comprehensive knowledge and understanding of the budgetary policies, precedents, goals, objectives, and methods of funding for all assigned organizations and programs. Coordinate the consolidation and submission of budgets for the HQs Staff. Ensure budget execution is consistent with Department of Army, Office of the Secretary of Defense, and Congressional authorizations, performing financial review and analysis of program execution. Advise and consult with product/project managers and staff officers on financial matters for assigned programs. Encounter and resolve issues where governing laws and regulations are highly interpretive. Maintain liaison with key staff officials and heads of other organizational elements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One year supervisory probationary period is required unless already completed.
  • Must be able to obtain Level 3 Financial Management Certification.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 5% of the time.
  • Must be able to obtain/maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.

Specialized experience would be demonstrated by developing the strategy to prepare and present substantive budget submissions to senior leaders to aid in budget approval decision making (responding to questions and comments; making necessary adjustments to the budget because of higher-level decisions concerning funding); performing analytical responsibilities that require analysis and evaluation of cost estimating and cost analysis techniques, resource and financial management, and fiscal accomplishments through the evaluation of commitments, obligations, cost accruals, and expenditures; providing authoritative advice and guidance concerning policies, plans, basic concepts, and principles of resource management to ensure a comprehensive, balanced program during the budgeting and execution phases of the PPBE cycle.
