About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, GA. This position will be filled on a permanent basiss.

Duties

Manage complex ARCYBER financial management programs for major subordinate commands (MSCs) and activities. Plan, analyze, formulate, justify, present, and review ARCYBER single and multi-year budget and resource requests. Review, analyze, and interpret legislation, appropriation language and Office of Management and Budget/Office of the Secretary of Defense directives pertaining to ARCYBER projected resource requirements. Adapt programs to new or changed priorities and objectives of the Department of Army (DA), Office of the Secretary of Defense (OSD) and Congress. Serve as Chief, Resource Integration and Management Division for the Deputy Chief of Staff, G8, Army Cyber Command (ARCYBER).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• One year supervisory probationary period is required unless already completed.
• Must be able to obtain Level 3 Financial Management Certification.
• Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
• Must pass an initial and periodic urinalysis screening for illegal drug use.
• Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
• Temporary duty travel may be required approximately 5% of the time.
• Must be able to obtain/maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.

Specialized experience would be demonstrated by coordinating the work of budget analysts and financial management analysts to develop/prepare resource estimates and analysis, narrative and statistical justification for requested resources, and maintain/control program baselines; analyzing resource and financial management data, to include commitment and obligation rates compared to the Command's annual spend plan; preparing and presenting resource plans used to aid in senior level decision making concerning funding and resource allocation; performing financial review and analysis of program execution to ensure budget formulation and resource allocation is consistent with higher level authorizations (i.e. Department of Army, Office of the Secretary of Defense and Congressional).
