This position is located in a CPAC in the organization serving as a Lead Financial Administrative Specialist (Accounts Management) in the Accounts Management Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of function and integration of VHA and industry best practices.
Duties
Major Duties include, but are not limited to:
Ensures CPAC's strategic plan, goals, and objectives are clearly communicated to team members to include deadlines and times.
Lead Team members in identifying, distributing, and balancing workload and tasks in accordance with established workflow, skill level and/or occupational specialization. .
Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on priorities, methods, deadlines, and quality have been met.
Performs follow-up and analysis on outstanding Third-Party receivables, discretionary care copayments, and other accounts receivable by utilizing VistA and Huron Systems,
Maintains computer and memorandum records of debts to document collection efforts and to prepare statistical reports for management.
Research Third Party Payer vendor information in the Financial Management System (FMS) for refunding overpaid funds.
Coordinates collection efforts utilizing an automated accounts receivable package on each VistA mainframe.
Identifies ways to expedite collections through contacts in the public and private sector.
Clears monies from station suspense accounts by applying to an appropriate bill or refunding to the applicable party.
Maintains debt files to ensure appropriate audit trails.
Establishes and maintains effective working relationships with others throughout the organization as well as externally.
Meets the needs of customers while supporting VA missions.
Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Actively contacts and pursues insurance companies and Third-Party payers to expedite collections.
Determines when referrals to Regional Counsel or Department of Justice are appropriate for further collection actions.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensures that strategic plans, goals, and objectives are clearly communicated to team members to include deadlines and time. Communicates assignments to team members including deadlines and time frames for completion. Leads team members in balancing workload and tasks. Prepares reports and maintains records of work accomplishments. Monitors and reports on status of work progress, ensuring quality and deadlines are met. Performs follow up and analysis on third party receivables, co-payments, and payment postings. Reviews explanation of benefits received from third party payers and responds to correspondence. Analyzes payments received ensuring payments are consistent and in accordance with insurance policy. Reviews and analyzes information related to all debts. Initiates correspondence to inquiries regarding status of account, provides audits and contacts collection agencies. Reviews requests for waiver, accepts or rejects offers to repay, and develops alternate repayment plan. Provides explanation of accounts by phone or correspondence in a courteous and respectful manner to customers. Identifies ways to expedite collections and reviews transactions on waiver decisions. Maintains records of debts collections efforts and prepare statistical reports for management. Coordinates collection efforts, continually updating system for accuracy. Clears monies from suspense accounts, applying to appropriate bill or issuing refunds as appropriate. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR
Combination: Applicants may also combine education and experience to qualify at this level. You mustpossess an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education more than the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary although some movement, lifting, and stooping is required when using files or delivering documents. Requires long period of interaction at computer terminals.
