This position resides in the Department of Homeland Security, Office of Intelligence and Analysis, Counterintelligence Program Division. The incumbent will serve as an Intelligence Specialist and Senior Counterintelligence Officer. Incumbent will identify, understand, deter, counter, and guard against intelligence or other activities by Foreign Intelligence Entities (FIE) that threaten or otherwise affect the Department or national security. Non-BU: This is a non-bargaining unit position.

Duties

As a Intelligence Operations Specialist, GS-0132-14, your typical work assignments may include: Evaluate the overall effectiveness and adequacy of the intelligence organization's operations in the light of its mission; and conceive and initiate developmental projects to accomplish the necessary improvements. Under the supervision and direction of the CI Awareness and Reporting Team Lead, executes the DHS Counterintelligence Awareness and Reporting (CIAR) program to include the implementation of the CI Awareness Campaign Strategy goals, objectives and milestones, the implementation of the DHS CIAR Instruction and other guiding documents; the development and delivery of applicable CI training courses, curriculum and accompanying materials for the DHS CI Enterprise in conjunction with the Intelligence Training Academy (ITA); the successful execution of in-person, virtual or computer based training platforms; the development, tracking and monitoring of DHS Enterprise-wide performance metrics and effectiveness; and the establishment of internal and external CIAR procedural guidance. Develop and maintain strong coordination and collaboration with senior leaders, counterparts, and colleagues throughout the DHS CI Enterprise to include representatives at ITA, other I&A mission centers, as well as DHS operational and functional components. Frequently represent CPD, I&A and DHS at interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees. Supports CPD's overall programmatic efforts to improve the overall efficiency and impact of the Department's Counterintelligence Program. Effectively engages with DHS HQ and operational components, as well as IC partners and their counterintelligence components to develop partnerships for execution or implementation of counterintelligence policies and initiatives. Interacts with senior level contacts for operational coordination, information sharing, and other matters of mutual or multi -jurisdictional interests. Requirements

Qualifications

Specialized Experience You qualify for the GS-14 grade level if you possess the specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Constructing, defining and delivering briefings to senior level government stakeholders, supported offices, and counterpart agencies. Preparing, coordinating, and disseminating CI awareness materials. Develops and delivers, in accordance with academic and industry standards, CI related training material and exercises. Researches and analyzes threat intelligence to identify at risk populations to deliver tailored defensive CI support. Represents organizational equities at national, departmental, and local working groups. Demonstrates the ability to document and disseminate administrative and intelligence related information in appropriate systems of record. Generates written communication and verbal talking points suitable to be shared at senior levels within the U.S. Government, private sector counterparts, legislative oversight committees, and public release. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
