Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by: Providing program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health grants management and related activities in Federal, local, and state settings with relative independence. Working in partnership with Government Program Officer's (GPOs) and grants management staff on post-award administration, including review of progress reports, participation in site visits, and other activities. Developing and/or recommending program intervention, prevention, and/or control strategies. Serving as the principal representative for a well-defined and established grant program of a moderate complexity. Providing consultative services to the most challenging programs or projects with unusually difficult social, economic, cultural, governmental, and political conditions that necessitate the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination. ** Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: For GS-11: Successful completion of a bachelor's degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the 'Education' section of the full vacancy announcement for more details.) Transcripts must be provided. -OR- For GS-11, GS-12 & GS-13:Must have experience that provided: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. -AND- For GS-11: Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Experience in one of the following: mental health; substance use or abuse; behavioral health; suicide prevention; crisis response; children's services; school-based services; or social services. Experience in one of the following: program evaluation; project management; program, public, or health care administration; or services research. -OR- Education: Successful completion of at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related in an accredited U.S. education program. For GS-12: Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Experience in one of the following: mental health; substance use or abuse; behavioral health; suicide prevention; crisis response; children's services; school-based services; or social services. Experience in one of the following: program evaluation; project management; program, public, or health care administration; or services research. Collaborating with internal or external stakeholders. For GS-13: Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Experience in one of the following: mental health; substance use or abuse; behavioral health; suicide prevention; crisis response; children's services; school-based services; or social services. Experience in one of the following: program evaluation; project management; program, public, or health care administration; or services research. Collaborating with internal or external stakeholders. Leading projects or teams. ** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement.
