The CMB is seeking an Animal Resources Program Manager to oversee the operations of our laboratory animal facilities and programs and be responsible for developing and implementing policies, procedures, and practices to ensure compliance with animal welfare regulations and AAALAC accreditation standards. Although not required, the Certified Manager of Animal Resources (CMAR) credentials by the American Association for Laboratory Animal Science or Animal Technologist level (LATg) is preferred.

Duties

Manage the day-to-day operations, including animal monitoring, facility maintenance, and procurement, and lead a multidisciplinary team. Develops and implements policies, procedures, and practices which enable the NIEHS animal program and facilities to meet the requirements of current animal welfare regulations including the NIH Guide for the Care and Use of Laboratory Animals and the PHS Policy on Humane Care and Use of Laboratory Animals and ensures continued full accreditation by the Association for the Assessment and Accreditation of Laboratory Animal Care, International (AAALAC). Sets animal use and facility policy. Oversee the day-to-day operations of the animal program. Leads the CMB in 24h disaster planning. Monitors all vivarium environmental parameters, animal health status, animal welfare and health and safety issues. Analyze program and research requirements for laboratory animals and reallocates finances to meet expected demands. Determines which demands cannot be met in terms of space, procurement, and production limitations and confers with the investigators and the Chief/Deputy Chief, CMB to advise on possible alternatives which would meet research objectives. Plan, assign, and direct the work to be accomplished by subordinates. Set priorities, insuring timely performance of satisfactory amount and quality of work. Reviews work products, accepts, amends, or rejects work, evaluates performance, and provides advice or instruction on both work and administrative matters. Interviews, and selects candidates for positions, identifies training needs, hears, and resolves complaints, effects disciplinary actions, recommends promotions and awards.

Requirements

Qualifications

To Qualify at the GS-13 position: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Develop policies, procedures and practices to meet animal welfare regulations; 2. Provide training for staff on animal care techniques, safety procedures, or any new protocols; 3. Develop animal facility fiscal plans and budgets; 4. Oversee contracts to procure supplies, services, or equipment for an animal care program; 5. Manage and/or coordinate facility construction or repair projects related to an animal care program.
