Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as responding to requests from Congress/elected officials and preparing correspondence/reports on agency programs and policies; writing and reviewing policy summaries for EPA witnesses testifying before Congress; and analyzing legislative matters related to air pollution programs.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the processes for developing federal legislation.
Ability to analyze and summarize draft legislation.
Knowledge of Congressional legislative processes and committee structure.
Ability to write, coordinate, track and review draft responses to Congressional inquiries.
Skill in oral communication.
Knowledge of environmental air programs and policies.
Ability to reconcile and synthesize conflicting comments on written documents.
Skill in writing and communicating to different audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
