This position is located in the Department of Veterans Affairs (VA) Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Durham Veterans Affairs Health Care System (DVHCS), Health Administration Service (HAS) in Durham, NC. The position provides oversight, leadership, direct supervision, and management of the clinical and administrative functions and operates in support of improving access to timely and highly specialized care needs for a highly complex Level 1a VAMC.
Duties
Duties include but are not limited to:
Program Administration
Provides services and technical counsel necessary to meet the procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients to achieve maximum utilization of treatment and care facilities.
Reviews patient administration and patient care functions to identify areas where improvement could be realized by staff and operational personnel.
Participates in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Responsible for developing and coordinating performance standards and evaluations of HAS staff and provides counseling
for position advancement.
Develops both long and short-range plans for HAS by coordinating the medical administration needs of the Service.
Position is responsible for making and implementing decisions directly and in-directly affecting patient care.
Budget Guidance and Administration
The position develops the need for and maintains an awareness of available resources, and
makes recommendations to Medical Center management regarding needs, distribution, or redistribution
of resources within HAS.
Position has full authority for the operational budget for H.A. S. Position develops, implements, monitors, and adjusts plans to accomplish the mission effectively and cost-efficiently within budgetary constraints.
The position provides leadership and guidance in determining the resource needs of all HAS organizational elements.
The position develops and implements systems and procedures for improving cost-effectiveness and productivity.
The position is delegated the sole approving authority for overtime expenditures, travel orders, and vouchers for travel disbursement for the HAS.
Supervisory Duties
This position provides leadership and direction for effective, uniform, and economical accomplishment of business office functions.
The incumbent is responsible for directing operations in broad areas as ensuring financial and insurance data collections, maximizing authorized and appropriate billings and reimbursement.
Works closely with Chiefs of clinicals services and service lines, along with other administrative services to ensure that the work of the HAS/Business Office is integrated with the work of other services.
This position manages, directly and through subordinate supervisors, the Health Administration Service (HAS) at the Durham VA Health Care System.
Incumbent is accountable for the overall Service, staff, and program operations encompassing approximately 150+ FTEE with staff across 10 sites of care.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides services and technical counsel necessary to meet the procedural, legal and administrative requirements relating to the care of inpatients and outpatients to achieve maximum utilization of treatment and care facilities. Developing and coordinating performance standards and evaluations of HAS staff and provides counseling for position advancement, must be familiar with the procedures for hiring candidates. Planning, directing, budgeting, and managing the integration of administrative systems.
