Duties
The successful candidate will serve as a Senior Ethics Specialist within the Office of the General Counsel’s Ethics Team. The incumbent assists the Assistant General Counsel for LEAL, who is the Alternate Designated Agency Ethics Official (ADAEO) and the Ethics Team leader, in advising Agency employees on issues pertaining to federal government ethics, financial disclosure, and the Hatch Act. In addition, the selectee will assist the Designated Agency Ethics Official (DAEO) and ADAEO in managing the NRC’s electronic databases, including Ethics Gateway and any successor systems, and will manage the ethics program’s interface with the Office of Government Ethics Integrity system and any successor electronic databases. The selectee will identify the need for Ethics Gateway system updates and maintenance and will work as a liaison to the Agency’s computer technical support services staff in defining system needs and changes. The selectee will support the Ethics Team in developing, maintaining, and improving the Agency’s ethics program.

Qualifications
To qualify for this position, you must possess at least one full year of specialized experience equivalent to at least the GG-13 grade level in the federal service, or comparable experience not gained through federal service.The ideal candidate will be able to demonstrate the following:1. Extensive knowledge of federal ethics laws and regulations (Office of Government Ethics) and the ability to use this knowledge to provide analytical interpretation and technical assistance to employees on particularly complex federal ethics laws and regulations (Standards of Ethics Conduct; conflict of interest statutes; the Hatch Act; travel paid by non-federal sources; public and confidential financial disclosure requirements).
2. Experience working with an Office of the Inspector General to provide information and support for investigations and audits related to the ethics program and confidential and public filers.
3. Experience working with presidential nominees (e.g., individuals nominated to serve on a Commission) to complete necessary ethics forms and other paperwork as part of the confirmation process.
4. Ability to effectively communicate orally and in writing to conduct outreach, provide assistance, deliver training, and develop training materials for agency staff, including senior managers and Commissioners, regarding ethics questions and issues.
5. Advanced knowledge and skills in the use of an electronic database system (e.g., integrity.gov, including the ability to provide training and assistance to others in its use and the ability to identify the need for system changes and updates.
SPECIALIZED EXPERIENCE includes experience providing oversight and management of an agency, division, or office-level federal ethics program that provided the candidate with the knowledge, skills, and abilities needed to perform the work of this position.
Minimally qualified candidates will have multiple years of work experience, including substantial experience in government ethics, financial disclosure, and database management; however, a preferred candidate would have experience with the Office of Government Ethics regulations and guidance, public and confidential financial disclosure forms (OGE-278 and OGE-450), the integrity.gov system, and the use of an electronic database to manage ethics advice and confidential financial disclosure forms. Typically, at least one year of this experience should be comparable in complexity and responsibility to the kind of work normally assigned at the grade 13 or 14 levels in the federal government, or equivalent.
