Online Services - Operations
The following are the duties of this position at the full working level:
Applies business logic to build solutions and produce architecturally sound, maintainable technology by identifying, developing and delivering innovative ways to resolve or address business process, operational and/or system issues using low-code application platforms, which directly affect the accomplishment of principal business program goals and objectives, related to: customer services or product delivery; team coordination and project efforts, governance processes and procedures; and enterprise system limitations, functionality challenges, records or privacy policy or other business requirements.
Creates and/or completes development and management of project plans and actional roadmaps for short and long-term projects. Investigates, analyzes, identifies, plans, and implements process and workflow projects to improve quality, reduce costs, increase productivity, and improve cycle time. Creates and/or completes solution design documentation for user support, administration, and development. Creates and/or completes effective customer oral/written communications to present business cases and proposals, to an enterprise audience, including senior leadership, executives, managers, and analysts.
Leads with cross-functional teams, including leadership, customers, and IT (business analysts, developers, and project managers), through inter-departmental engagements and communications to ensure successful delivery of digitalization and business improvement solutions.
Prepares directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations (such as Governance Documents, articles included in BU Communications emails, IRMs, proposals for IT consideration of system add-ons) to introduce new initiatives and recommend effective operations consistent with policies and objectives.
Research the market to improve service offerings in business and technology management, for application to operational and system programs at the team, BU, and enterprise levels. Collaborates with subject matter experts in other business units on best practices, strategies, and effective administrative techniques.
Designs, develops, administers, and supports solutions that meet individual customer circumstances, expertise, and goals. Breaks down problems, identifies patterns and proposes low code solutions to automate workflows and business processes to increase operational efficiency.
Develops and deploys systematic troubleshooting protocols to isolate problems to be examined, diagnosed, and resolved. Designs detailed testing protocols to evaluate expected and actual results of solution performance.
Works independently or with a team to troubleshoot and refine solutions to address break/fix requests and/or solution enhancements. Demonstrated ability to quickly address customer support and operation and maintenance requests efficiently.
Recommends actions to implement solution design and administration by advising on functionality, data usage and reporting, application maintenance, data security, metadata, overall use of tools and solutions, best practices, data retention and records management, 508 and other federal compliance as defined by IRM or federal policy and governance.
Conducts workshops, presentations, and demonstrations to showcase the capabilities and benefits of citizen automation and low-code platforms to internal and external stakeholders. Prepare job aides to assist with training needs.
Collaborates with subject matter experts in other business operating units on best practices, strategies, and effective use of citizen automation and low-code development platforms to advance digital and digitalization transformation.
Participates in community to grow ownership of digital initiatives by the business and enterprise communities of practice.
Performs other duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GRADE 13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
Experience leading project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish implementation of organization-wide technology application and/or software projects or studies using Enterprise Life Cycle (ELC) framework.
Experience meeting with internal and external business stakeholders, senior management, and executives to define goals and objectives of project.
Experience leading all aspects of project planning, execution, and implementation.
Experience with oral and written communication to write reports and present findings and recommendations to internal and external business stakeholders, senior management, and executives.
Experience working with Information Technology (IT) cybersecurity to ensure compliance with IT laws, regulations, policies, standards, and procedures.
Experience working with low code application such as PowerApps, PowerBi, Power Automate, and/or SharePoint to meet organizational goals.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
