This position is located in the Office of the Secretary, Freedom of Information Act (FOIA) Service Center. The FOIA Service Center (FSC) is responsible for providing policies, standards, and procedures that ensure the Department complies with governmental information management requirements for the statutes that FSC administers, including the Freedom of Information Act (FOIA) and the Privacy Act (PA).

Qualifications
Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-07, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-7:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-05 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience briefing supervisors and peers on Freedom of Information Act requests.2. Experience assisting with responses to the public regarding complicated Freedom of Information Act requests.3. Experience presenting well-written analyses of Freedom of Information Act/Privacy Act requirements to ensure program compliance and highlight areas that require additional supporting documentation. OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade levelKnowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of technical terminology associated with Office of Secretary (OS) programs as well as current office projects, suspense, organization functions, and internal operating procedures required to perform FOIA/PA duties.2. Knowledge of the rules, regulations, public laws, and guidelines governing the FOIA programs.3. Knowledge of the purpose, operation, methodology, procedures, and techniques characteristic of records management functions correspondence and distribution4. Knowledge of the Department of Education, and Office of Secretary (OS) regulations, controls, and guidance pertinent to the control of organizational records, forms, processes and procedures.
Education
You may meet the minimum qualifications of this position by meeting the following education options.
(GS-7)
One (1) full year of graduate level education
OR
superior academic achievement
OR
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
