These four positions are located in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDS, Priority Populations, Integration and Rights Division (GH/OHA/PPIR), at the U.S. Agency for International Development (USAID)
Duties
Serve as an advisor and technical authority on complex and precedent-setting policy and program issues. Develop policies, strategies, plans for HIV/AIDS programs for youth, and/or orphans and vulnerable children for agency-wide application.
Advise USAID HQ, Missions, PEPFAR teams, host governments on new developments and the most effective approaches HIV/AIDS and youth and/or orphans and vulnerable children programming in-country including reaching specific target audiences.
Support data -related activities within the Youth and/or OVC Branch, provide technical input on monitoring and data use across the clinical cascade for relevant populations and facilitate programmatic linkages between technical domains.
Support planning, development, implementation, and monitoring of HIV programs to strengthen HIV prevention and treatment among youth, adolescent girls and young women (AGYW) and adolescent boys and young men (ABYM), orphans and vulnerable children.
Provide guidance and coordination of the work of the institutional contractors within the Youth and/or OVC Branch and serve as the on-site manager to institutional contractor staff as needed.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.
- You will be required to serve a one-year probationary period.
Qualifications
Specialized Experience:GS-12: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Technical expertise and work experience related to health programs that are focused on youth, and/or orphans and vulnerable children impacted by HIV in low and middle-income countries; and b) Assisting in the implementation and support of HIV/AIDS programs for youth and/or, orphans and vulnerable children.

One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:GS-14: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Technical expertise and work experience related to health programs that are focused on youth, and/or orphans and vulnerable children impacted by HIV in low and middle-income countries; b) Serving as technical lead for HIV/AIDS programs for youth and/or orphans and vulnerable children programs in low and middle-income countries; c) Implementing, managing, and providing strategic direction and guidance for HIV/AIDS programs for youth and/or orphans and vulnerable children programs in low and middle-income countries; d) Developing policies, strategies, and plans for HIV/AIDS programs for youth and/or orphans and vulnerable children programs in low and middle-income countries; and e) Managing awards and projects focused on HIV/AIDS programs for youth and/or orphans and vulnerable children in low and middle-income countries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
