This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System (VASDHS), VA Medical Center (VAMC) in Nursing Service.

Duties

Major Duties: Provide Nurse Managers, Associate Nurse Executives, Director of Patient Care, Deputy Associated Director of Patient Care Services, and Healthcare System Executives, or other Service's managers with objectively based information for making decisions on the administrative and programmatic aspects of Nursing Service and/or facility-wide operations and management. Some examples of work related to VASDHS programs that are facility-wide in scope are: Infection Prevention and Control, Nursing Research, Veteran's Health Education, Bar Coded Medication Administration (BCMA) Scanning Failure Rates for medication administration for patient safety in prevention of medication errors from the VHA Support Service Center (VSSC); early/late medication administration variance reports; medication "pro re nata" (PRN) effectiveness data report preparation; hand hygiene compliance data preparation and analysis; Missed medications data and analysis; Prevalence Study; Medication audit report preparation), Nursing Quality data reports and analysis thereof (Multi Drug Resistant Organisms report; preparation, analysis, and aggregating IPEC data; tracking the Infection Control Risk Assessments). Serving as a technical expert, the Management and Program Analyst: Develop life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs. Advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, VHA directives, VASDHS Medical Center Memorandums, VASHS Standard Operating Procedures, forms, files, and documentation. Research and investigation of new or improved business and management practices for application to agency programs or operations. Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Identify data required for use in the management and direction of programs and Identify resources (software, equipment, or systems) required to support varied levels of program operations. Review administrative audit of employee access and reports to determine appropriate changes or corrective action required. The incumbent interfaces with multiple disciplines including Veterans, patient representatives, nurses, physicians, hospital staff, VA and Veteran Medical Research Foundation (VMRF) staff members, etc. relieving the ANE/Research and nurse scientists of more procedural, recurring administrative responsibilities. Develops contracts and completes and maintains Contractor Officer Representative (COR) training in order to manage purchases and contracts for both Nursing Service and Research Service. Assists with orienting volunteer staff, VMRF staff or university inter personnel agreements and research or nursing without compensation (WOC) staff. Performs a variety of administrative tasks associated with maintaining and supporting the work performed within the Nursing Service and Nursing Research. This work includes assistance with grant writing, budgets, and library reference files using Endnote or other bibliography software. Responsible for the analysis of workflow in the Nursing research program. Accountable for applying theories and principles of administration and organization in order to assure efficient and effective productivity of all office functions including record keeping, scheduling, routing of correspondence, maintenance of patient/provider confidentiality and delegation of authority. Collection, compilation, and/or tracking of all clinical research nurses, research data, and information in collaboration with nurse researchers in support of organizational and research program operation. Responsible for the review, input and management of data for the tracking and trending of all program's activities within the Nursing Research. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide Nurse Managers, Associate Nurse Executives, ADPCS, Deputy ADPCS, and Healthcare System Executives, or other Service's managers with objectively based information for making decisions on the administrative and programmatic aspects of Nursing Service and/or facility-wide operations and management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related OR Combining Education and Experience: Combinations of successfully completed 1 full year of graduate level education and experience may be used to qualify. To compute, first determine total qualifying experience as a percentage of the experience required; then determine education as a percentage of the education required. When adding the two percentages they must equal 100%. NOTE: Only education in excess of the first full year of graduate education may be used to qualify this way. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
