Duties

You will serve as the Deputy Scientific and Technical Intelligence Liaison Officer (STILO) directly supporting the Chief STILO for NAVWARSYSCOM, PEO-C4I, PEO Space Systems, PEO-MLB, PEO-Digital, and Naval Information Warfare Center (NIWC) Pacific. You will will assist the NAVWAR/NIWC Pacific Controlled Access Program Control Officer (CAPCO) who is responsible for managing this critical intelligence program. You will will identify appropriate methods for attaining required intelligence, such as Validated On-line Lifecycle Threat (VOLT) Assessments, and threat system Modeling and Simulation requirements. You will will collaborate with STILO leadership and Navy STILO community to define complex intelligence topics, initiate comprehensive research efforts, and analyzes intelligence information to assess developments and threat implications. You will perform administrative functions to record, organize, automate, and communicate STILO processes via software and information technology (IT). You will Identify and analyze problems, weigh relevance, accuracy of information, and validity of Intelligence. You will foster cooperation and teamwork ensuring all necessary supporting security disciplines and activities are incorporated in the work effort. You will critically evaluate issues to identify the causes of problems/delays and chooses courses of action that balance the interests of the mission and stakeholders. You will use MS Office, NMCI network and Cloud environments, commercial web-based collaboration, and publishing tools such Atlassian, Intelligence Community (IC) specific software/tools such as Intelink, Inteldocs, and COLISEUM.

Requirements

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Generally, current Federal employees applying to STRL jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

NO-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist in managing the acquisition intelligence requirements for the command by applying the processes, policies and procedures pertaining to acquisition intelligence and coordinating with the Intelligence Community on these requirements. NO-05: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Manage the acquisition intelligence requirements for the command by delegating resources to apply the processes, policies and procedures pertaining to acquisition intelligence and coordinating with the Intelligence Community on these requirements. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree

or
2 full years of progressively higher-level graduate education leading to such a degree

GS-11:
Ph.D. or equivalent doctoral degree

or
3 full years of progressively higher-level graduate education leading to such a degree

or
LL.M., if related

or
LL.B. or J.D., if related
