You will serve as a SECURITY SPECIALIST (SAP) in the INTELLIGENCE DEPARTMENT of UNDERSEA WARFIGHTING DEV CTR DET SAN DIEGO.
Duties
You will advise on security issues pertaining to Special Security programs.
You will ensure that all security publications are accurate, current, and available to UWDC operations in a timely manner.
You will coordinate, conduct and track all security inspections; to include addressing and monitoring any deficiencies.
You will maintain clearance eligibility for appropriate accesses, and monitor clearance re-certification dates for cleared personnel.
You will properly maintain the Defense Information System for Security (DISS) database for all SAP-indoctrinated UWDC personnel.
You will provide authoritative advice and guidance to the command regarding specific special security programs.
You will review all classified incoming and outgoing documents to ensure correct classification, declassification and downgrading instructions and markings.
You will maintain security controls and storage requirements for the protection of classified material.
You will record all billet/access as well as Special Programs.
You will monitor and maintain incoming Visit Requests as outlined in procedures set forth in Visitor Control Regulations.
You will utilize a wide range of security concepts, principles, and practices to review, analyze, and resole difficult to complex SCI/SAP security problems.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to complete the Government SAP Security Officer (GSSO) Course within six months of employment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying security procedures, implementing best practices, and monitoring the execution of security support for Undersea Warfighting Development Center (UWDC).
Experience developing clear and concise special security support policies for special security programs and procedures.
Experience reviewing, analyzing and resolving difficult and complex SCI/SAP security problems involving conflicting requirements and agreements with other organizations.
Experience implementing, interpreting, communicating, and providing policy guidance
Experience coordinating and assisting in the enforcement of SCI security policies.
Experience determining, recommending, denying, granting, and/or revoking security clearances and accesses to specific security programs.
Experience determining eligibility for access to classified information and granting personnel security clearances/accesses in the presence of derogatory information.
