The Supervisory Program Specialist (SPS) for the Solid Organ Transplant (SOT) program is located in the Office of the Operative Care Line Executive at the Michael E. DeBakey VA Medical Center. The Operative Care Line (OCL) is comprised of multiple sections including General Surgery, Neurosurgery, ENT, Audiology/Speech Pathology, Orthopedics, Gynecology, Cardiothoracic Surgery, Podiatry, Dental, Vascular Surgery, Vascular Lab, Plastic Surgery, Urology, and Solid Organ Transplant (SOT) program.
Duties
Assist with all aspects of administration including, but not limited to, data reporting to personnel management, human resource management, finance and contracting, creating policies and procedures and continuous quality improvement.
Responsible for managing the clinical and operational aspects of various programs.
Provide direct supervision to the majority of non-physician staff and assume responsibility for performance appraisal and merit pay programs for all transplant employees.
Develop status reports or response material for review or signature.
Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints and work priorities.
Routes administration problems that require agency human resources office intervention or corrections.
Informs leadership of the status of ongoing personnel actions and provides advice on resolving complex personnel related problems.
Works with executives to identify resources needs related to incentive awards and other employee recognition opportunities, and takes responsibility for the preparation/submission of necessary documentation.
Provides oversight for and assures that the time-keeping process is maintained according to company guidelines.
Completes performance appraisal rating activities and ensures compliance with the company regulations.
Responsible for assuring that all clinical staff are approved for and maintain proper credentials.
Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements.
Provides advice to management and staff on contracting and procurement policies and issues.
Participates in all aspects of the purchase of medical equipment as necessary.
Provides orientation and training to new staff.
Work Schedule: Monday-Friday, 7:30am-4:00pm (Subject to changed based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Applying new policies.
- Providing advice on requirements.
- Maintaining administrative systems.
- Preparing administrative documents.
- Managing procurement and Contracts.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must havesuccessfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation..

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate education may be used to qualify for the GS-11 level. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Position may require occasional travel.
