About the Position: This position is being filled at the GS-7, GS-9 and GS-11 grade levels. The full performance level of the position is GS-12. Serves as a technical expert in computer operations and techniques, database development and management, data statistics, computer interfacing and technical application programming in support of the U.S. Army Corps of Engineers Learning Center (ULC) Huntsville.

Duties

Serves as a technical expert in computer operations and techniques, database development and management, data statistics, computer interfacing and technical application programming. Serves as database administrator and developer for Oracle, SQL server, Access databases and other ULC utilized databases as required. Writes or modifies programs to meet end user requirements in a variety of applications. In-depth knowledge of the Microsoft Access versions, SQL server, Oracle, Visual Basic and C++ programming languages, and specific operating systems

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • DoD 8570 baseline certification at the IAT Level II or must have already achieved one of these industry certifications: CCNA Security, CySA+, GICSP, GSEC, Security+CE, CND, or SSCAP and achieve IAT Le.

Basic Education Requirement: Undergraduate and Graduation Education Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. Specialized Experience GS-11: One year of specialized experience which includes administering automated data processing by analyzing and defining data requirements and specifications; ensuring data remains in compliance with established standards, policies and procedures by monitoring and reporting and adjusting data management processing; planning, designing, and implementing data management solutions systems; establishing automated data management systems that achieve data requirements through designing, testing, and deploying data management systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: computer science, information science, information systems management or similar. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-9: One year of specialized experience which includes collecting, organizing, and analyzing information related to the current and future program workload; assisting higher graded specialists with analysis of new developments in all phases of computer operations; operating database programs and manipulate documents to maintain database logs, perform data analysis to prepare reports, and organize documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: computer science, information science, information systems management or similar. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-7: One year of specialized experience which includes maintaining various digital databases and information systems; performing routine system maintenance software/hardware installation and configuration; utilizing common database management practices and structured query language (SQL); resolving actual and suspected anomalies in the post-mission data and to explain the significance to the test customer. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: computer science, information science, information systems management or similar. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. [Note: Remove the words "such as that identified in Education above" if the position you are filling does not require education in specific fields found in an Individual Occupational Requirement.] Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9, 7, and 5 Respectively).
