About the Position: Enterprise Technology Division Chief for the Army Contracting Command (ACC).
THIS POSITION IS SUBJECT TO A SALARY CONTROL POINT AS IDENTIFIED IN THE ORGANIZATION'S ACQUISITION DEMONSTRATION PROJECT BUSINESS RULES ($136,874 Base Pay), If the incumbent's salary currently exceeds the stated salary control point the incumbent's salary control point will be set at the incumbent's existing salary.
Duties
Oversee the implementation IM/IT policies to satisfy Command, Control, Communications, Computers, and Information Management (C4IM) needs using concepts to execute projects designated to create business value while achieving the Command?s missions.
Follow DoD/DA regulatory guidance and procedures/policy for the configuration of integrating systems, equipment, software and facilities/sites, and in maintaining/creating required documentation.
Assist in preparing management plans, identifying current plans, new proposals, requirements, shortfalls, FY funding estimates, milestone charts in support of ACC?s procurement missions as well as their enduring missions, and contingency missions.
Deliver decision support capabilities across the command to enable Commanders, Warfighters, analysts, or business stewards to see information that they need, when they need it, to make informed decisions.
Provide Enterprise Architecture (EA) support consisting of the use of various business methods, analytical techniques and conceptual tools to understand and document the structure and dynamics of an enterprise.
Recommend IT architecture that provides timely and trusted information through accessible, highly secure and around the clock availability of high-speed global communications.
Provide configuration management, configuration identification, configuration control, configuration status accounting, and configuration audits of EA repository and supporting systems.
Provide executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions.
Requirements

- This position requires the incumbent to obtain and maintain a TOP SECRET security clearance.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- Incumbent is required to satisfactorily complete the appropriate IAT level II training and obtain and maintain the required certification within six months of occupying the position.
- Incumbent is required to satisfactorily complete the appropriate IAM level III training and obtain and maintain the required certification within six months of occupying the position.

Basic Requirement for IT Specialist (SYSANALYSIS):
Specialized and Other Experience: One year of specialized experience which includes defining the policies and principles to guide technology and business decisions for the enterprise architecture; identifying opportunities to improve enterprise-level systems and business processes; providing enterprise architecture guidance, support, and coordination to customers and project teams; ensuring architectural integration is achieved across the enterprise; evaluating the impact of enterprise architecture products and services.
This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade level position in the federal service (NH-03/GS-13).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
