Duties
The Deputy Chief of Staff G-6 and Chief Information Officer (CIO) is the single command-wide responsible official for setting the strategic direction, objectives, supervision, and execution of all aspects of command, control, communications, computers and information management (C4IM/C4IT), cyber security, defensive cyber operations, data platforms, and Artificial Intelligence/Machine Learning (Al/ML) technical solutions and tools within the U.S. Army Materiel Command (AMC). Serves under the general direction of the AMC DCG/EDCG/CofS and receives broad guidance and intent from the Commanding General in pursuing architecture, design, and solutions for C4IM, information and operational technologies, cyber, data provisioning and transport, applications, and Al/ML architecture, tools, platforms and capabilities essential to establishing national security programs which sustain U.S. strategic forces with technology, acquisition support, equipment, and logistics necessary for the success of the Joint Warfighter on any battlefield anywhere in the world. Exercises enterprise leadership while leading 11 subordinate MSC CIOs to ensure an appropriate knowledge management and C4IM/C4IT culture and program. Independently anticipates and solves major challenges and strategic policy issues associated with the sustained and rapid advancement in information technology (IT), operational technology (OT), cyber, data platforms and solutions, applications, Al/ML capabilities, and all apparatus and theory for these domains and areas that impact AMC's ability to support all Soldiers and the Joint Warfighter. Autonomously explores and develops policies and procedures in IM/IT/OT, data platforms and transport, Al/ML solutions, and cyber security and operations that continually improve the use of business technology, software, and best practices. Serves as an expert in IT resource management; provides leadership for the C4IM/C4IT, data, Al/ML, and cyber components of strategy and policy, which includes planning, analyzing, developing, implementing, maintaining, and enhancing the IT/OT infrastructure, knowledge management, automated systems, business system platforms, applications, cybersecurity/information assurance programs, data solutions and transport, standards and architectures, and enterprise-wide IT policies that support and sustain the AMC mission. Responsible for a budget of approximately $250 million. Performance is reviewed in the broadest terms for technical perceptiveness, innovation, managerial competence, and senior leadership effectiveness for contribution to AMC operations. Oversees a workforce of 103 combined military and civilians; directly supervises personnel at the COL/GS-15.
Qualifications

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ):
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION (TQ): (MANDATORY SUBMISSION):
A supplemental statement must be submitted separately addressing the TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages total, using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1: I posses demonstrated experience leading enterprise C4IT transformation, engineering, and large-scale technology implementation programs to provide solutions for network modernization, cloud, software/low code/no code implementation and fielding, IT service management, emerging and operational technologies, Artificial Intelligence (AI), Machine Learning (ML), and analytic platforms to drive decision support.
TQ 2: I posses demonstrated experience and knowledge of cybersecurity principles, the Risk Management Framework (RMF) process, cyber defense, and cyber operations necessary to accredit, protect, and operate large-scale, enterprise C4IT, OT, and mission systems in a contested environment to provide mission assurance.
