You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER, FINANCIAL MANAGEMENT DIVISION of COMMANDER US FLEET FORCES COMMAND.
Duties
You will verify obligations to plan, identifying activities that are not executing to requested authority, and identifying possible assets or shortfall in authority that need to be addressed.
You will provide communication and customer service within the organization, with subordinate commands and with higher echelons with positive, friendly customer service.
You will monitor obligations according to submitted phasing plans and expeditiously identify possible assets and/or shortfalls.
You will reconcile controls and execution between the Program Budget Information System (PBIS), and accounting and feeder systems to ensure accepted authority remains in balance and execution is properly recorded.
You will identify and monitor variances affecting actual reflected executions on the general ledger.
You will review submitted required budget exhibits in the Program Budget Information System (PBIS), CFMS and other financial systems or databases.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
To qualify for a FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing and/or advising on work in any of the phases or systems of budget execution.
Experience formulating budget estimates to support plans, programs and activities required to efficiently support organization goals.
Experience presenting and defending budget estimates to upper management.
Experience interpreting new/revised Congressional legislation in order to forecast the potential impact to the command's budget.
Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
Experience executing modifications to systems, programs, and/or operations and establishes criteria and other means to assess, investigate, or analyze a variety of unusual problems and conditions.
Experience conferring with executives, officials, managers, professionals and employee of other agencies and outside organizations
Experience utilizing End of Month (EOM) reports to communicate status of all line items (LIS) for current and prior year funds with the Execution Supervisory Financial Management Analyst on a monthly basis.
To qualify for a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience interpreting and implementing established and new budgetary policies, precedents, procedures, and regulations as well as their effects on command budget.
Experience under general supervision, formulating budget estimates to support plans, programs and activities required to build a budget.
Experience keeping supervisors informed of actions that may have substantial impact on other work areas.
Experience developing specific objectives and devising new methods, techniques, and criteria, to reach budgetary goal objectives.
Experience implementing legal and regulatory controls over appropriated funds.
Experience applying financial policies set forth by DoD.

Education
GS-12:
There are no educational substitutions for specialized experience for GS-12.
GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such Ph.D. degree.
OR
Possession of a LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
