About the Position: Serves as a Management Analyst within HQ CECOM, DCS for Resource Management, G8 Office of the G8 Program Analyst & Cost Division (CD). Performs a wide range of Manpower and Force Structure planning and analysis processess that affect the Table of Distribution and allowances.
Duties
Performs organizational analyses to validate activity requests for additional manpower requirements in support of new or changed missions.
Reviews manpower utilization, validation and documentation.
Leads or participates in CECOM or higher headquarters management, manpower staffing and/or manpower utilization studies as a team member.
Provides advice and assistance to organizations in manpower documentation matters.
Attends meetings as the Manpower representative and advises on manpower management issues.
Formulates and presents recommendations to management officials.
Conducts the review, update and final processing of TDAs to ensure documents are in agreement with manpower authorizations, study findings, and requirements documents.
Reports may involve technical and/or non-technical mission and functions and associated manpower utilization/organizational issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the NH-02 (GS-11) level in the Federal service which includes: 1) Perform organizational analyses to validate activity requests for additional manpower requirements in support of new or changed missions; AND 2) Provide advice to organizations in manpower documentation matters as they relate to operations affecting the utilization of human resources; AND 3) Advise on manpower management issues to include organization structures, workforce composition, skill mix, and staffing ratios; AND 4) Prepare special reports and analyses on a variety of manpower management matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-11).

CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 5; this position is subject to an internal organization control point at the NH-03.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 5 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Management Analyst is $99,200 to $133,692 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
The control point for this position is GS-13 step 05.
