THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D1822000 and is part of the IL 182 AW, National Guard.

Duties

As a IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-9/11, you will provide technical and analytical guidance and support for the design of information technology (IT) networks that interconnect tactical sites through a variety of transmission media, considering the needs of requesting agencies, tactics and doctrine. Major Duties - This is NOT an all-inclusive list: Plan and design Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using network planning tools. Determine operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinate and conduct operational tests and evaluations of designed networks to optimize capabilities. Manage frequency assignment and control of operating frequencies. Provide technical guidance and direction for different aspects of radio frequency spectrum analysis to the warfighter. Determine the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Design and engineer IT networks carried over various transmission systems such as multi-channel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems. Engineer and design router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through military and commercial multiplexers, and asynchronous transfer mode (ATM). Develop plans for employment of communications systems to support operations in support of training and the deployed warfighter. Develop, implement, and maintain work center training programs. Plan and schedule tasks and training activities for drill status guard members. Oversee and conduct on-the-job training (OJT) for personnel.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum rank of A1C. Maximum rank of TSgt. GENERAL EXPERIENCE: MUST possess IT related experience demonstrating attention to detail, customer service, oral communication, and problem solving. SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience which includes 12 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. GS-09 Level - MUST possess specialized experience which includes 12 months of experience, education, or training receiving, maintaining, and issuing data storage media for computer operations; experience in scheduling the use of computer time for program processing; experience collecting and sequentially staging input media with associated program instructions for processing; experience in at least one programming language, translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; experience in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; and experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position:

GS-11 Level - Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
GS-09 Level - Master's degree or equivalent graduate degree or two full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.

All academic degrees and coursework must be from accredited or pre-accredited institutions. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
