THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D1557000 and is part of the IL 182 AW, National Guard.
Duties
As a IT SPECIALIST (CUSTSPT) (TITLE 32), GS-2210-9/11, you will design, deploy, install, operate, maintain, modify, and recover various types of communications electronics, information technology systems, and their components.
Major Duties - This is NOT an all-inclusive list:
Plan, coordinate, and direct the mission accomplishment and training workload of the Theater Deployable Communications work center.
Monitor, maintain, and recommend optimum voice and data network systems configuration and architecture.
Administer and program the system's messaging, broadcasting, automated attendants, load capacity, call restrictions, and classes of services.
Perform all software upgrades and troubleshooting of an operating system and switch hardware using appropriate software solutions or diagnostic equipment.
Apply diagnostic and network management equipment to test, configure, evaluate, and optimize all circuits and services.
Develop detailed lists of equipment and capabilities to satisfy current requirements for the entire switched system or segments of the complete switched system.
Design, develop, and conduct technical and operational tests and evaluations of a wide range of communications equipment and systems.
Design specific kinds of communications networks, according to operating requirements, planned traffic and the location of stations and users.
Install, configure, and program networking equipment to include routers and network encryption devices.
Evaluate and recommend commercial off-the-shelf software solutions for all telecommunications requirements.
Provide direct customer support including recommending new equipment, site surveys, and training.
Resolve problems related to configuration management, systems functionality, hardware and software configuration, and system conflict resolution.
Develop and coordinate tactical Internet Protocol (IP) networks for local, metropolitan, and wide area networks.
Administer the implementation of approved telecommunications projects and contracts by planning the installation, maintenance, and evaluation of the system.
Provide technical assistance and guidance to the users of systems to include adherence to established polices and procedures.
Develop, establish, and maintain work center training programs.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted Only - May not exceed the rank of SMSgt.
GENERAL EXPERIENCE: MUST possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process; experience that may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience which includes 36 months experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. GS-09 Level - MUST possess specialized experience which includes 24 months experience in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; and experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

Education
If you are using Education to qualify for this position: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
