THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D2174P01 and is part of the IL 182 AW, National Guard.

Duties

As a SUPERVISORY IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-12, you will serve as the Operations Section supervisor and a senior Information Technology (IT) specialist. Major Duties - This is NOT an all-inclusive list: Perform a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel. Analyze customer requirements and manage systems administration, optimization, operational requirements, and maintenance associated with the various local area/wide area networks (LAN/WAN). Manage wireless systems and voice systems utilized by both Wing and tenant organizations on base. Manage customer IT requirements to meet operational, training, and readiness missions. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Give advice, counsel, or instruction to incumbents on both work and administrative matters. Interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hear and resolve complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of incumbents, providing or arranging for needed development and training. Provide technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Maintain required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all information technology services. Independently oversees installation, configuration, testing, migration, integration, and operation within the network operating environment, ensuring appropriate allocation of resources and minimal service disruptions, and advises customer support specialists, by providing post-implementation support to end-users. Provide detailed information regarding all technical aspects of equipment, software, and systems. Develop and applies project management techniques to the obtainment of new systems and enhancements to existing systems projects. Review outstanding requirements, assesses and validates priorities, and provides solutions to customer problems. Oversee effort to set up, load, and configure hardware and software to operate networks as defined in the technical design plan. Coordinate installation and sustainment issues with IT and telecommunications specialists, and plans for post-implementation support to end-users. Develop and recommend technical solutions to mission and customer requirements. Identify and addresses critical operational issues and certifies operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. Review proposals for change, analyzes data, and compares alternatives. Ensure that all hardware and software components are available for installation of new and upgraded IT and communications systems; and, where necessary, relocation of existing services and equipment. Ensure availability and use of quality assurance checklists to ensure equipment, systems, and software meet technical design specifications and are configured for optimal operation. Verify parameters such as speed, bandwidth, capacity, traffic and protocol handling capability, ease of operation, and compatibility with related equipment. Manage Commissioning and Acceptance requirements for contractor delivered operating systems and services. Adhere to management control plan requirements by conducting self inspection and staff assistance visits.

AREA OF CONSIDERATION: The only area of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be: All excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Only - Minimum rank of MSgt. Maximum rank of SMSgt. GENERAL EXPERIENCE: MUST possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position, for the GS-11 level and above, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
