This position serves as the VA Talent Management System (TMS) Domain/Learning Administrator. TMS is a national program providing a single portal of access to all online educational programs, and the method by which employees' training is recorded and tracked. This position is responsible for performing statistical data collection and analysis and accomplishing duties associated with training development, planning, evaluation, administration, modification, and coordination of training programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties and responsibilities include: Serves as the primary contact and advocate for Talent Management System (TMS). Implements the Department of Veterans Affairs (VA) Maine Healthcare System's Medical Center's (VAMC) TMS involved in applicable VA national mandatory training courses, building the VAMC TMS required VISN 1 and facility level mandatory training classes, assignment of these mandatory training classes to VA Maine employees or to employees in the targeted occupations/positions. Helps develop educational needs plan, prepares and updates web-based and instructor led training schedules and edits and formats educational program materials. Ensures that all new paid employees are entered into TMS and with appropriate Learning Account creation and assigns and manages VA TMS Administrator accounts for the VA Maine Healthcare System. Delivers regular and recurring training in the TMS functions to site/service line TMS Administrators, supervisors and Administrative Officers (AO) tailoring training to the needs of the targeted audience. Works with the VA national TMS Help Desk staff to resolve any issues that arise. Serves as the point of contact for staff questions and concerns on tracking and reporting of all educational and training courses for the facility. Generates TMS reports to satisfy local, VISN or National reporting requirements and communicate report information to management. Delivers TMS training to the following audiences, using national or local training materials: refresher and/or initial training for service-level TMS Help Desk Role Administrators; refresher training for TMS Administrators; training for supervisors and Aos on managing users (subordinates) under the "My Employees" function; how to generate a variety of TMS reports for service employees by Item Number and Service Time and Leave (T&L) units; and formal training sessions on TMS functions and initial logon instructions, the TMS gateway to VA online learning mandatory and optional courses at each New Employee Orientation (NEO) session. Serves as training specialist for distance learning for Computer Based Training/Web Based Training (CBT/WBT). Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify at the GS-6 level if you fulfill the following qualification: -GS-6 Specialized Experience: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 grade level in the Federal service. Specialized experience includes: utilizing electronic training programs and tracking systems; conducting training via face to face, conference calls/web meetings; performing statistical data collection. You may qualify at the GS-7 level if you fulfill the following qualification: -GS-7 Specialized Experience: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal service. Specialized experience includes: utilizing electronic training programs and tracking systems; conducting training via face to face, conference calls/web meetings; serving as the point of contact for questions/concerns on education and training courses; developing training and recommending course revisions; performing statistical data collection and analysis to generate reports. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily performed in an office setting which includes, sitting, standing, walking, and operating a computer. The work is mostly sedentary. No special physical demands are required to perform the work. Travel may be required between sites.
