This Training Technician position serves as the Talent Management System (TMS) Domain Manager for the VA Maine Healthcare System Service Line reporting directly to the Education Service Line (ESL) Chief.

Duties

Position Summary: This position sits in the Medical Center Education Department within the VA Maine Healthcare System (VAMC). This position serves as the VA Talent Management System (TMS) Domain/Learning Administrator. This position is responsible for performing statistical data collection and analysis and accomplishing duties associated with training development, planning , evaluation, administration, modification, and coordination of training programs. Duties include, but are not limited to, the following: Primary contact and subject matter expert (SME) for Talent Management System (TMS) Link education curriculums with medical center mission and strategic directives Ensures that all new paid employees are entered into TMS and with appropriate Learning Account creation. Assigns and manages VA TMS Administrator accounts for the VA Maine Healthcare System. Conducts training via face to face, conference calls/web meetings; or arranges for training for all site/service line TMS Administrators. Assists with the monitoring and verifying that all required and appropriate training modules have been assigned and a successful completion of the required training has been properly recorded. Develops recommendation for course revisions. Serves as the point of contact for staff questions and concerns on tracking and reporting of all educational and training courses for the facility. Develops and presents Train-the-Trainer programs. Monitors Federal and local educational mandates and directives and the training measures offer complete compliance. Performs additional duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday thru Friday 7:30 AM to 4:00 PM Compressed/Flexible: Not Authorized Telework: Ad-hoc. This position is authorized for telework but has not been authorized as virtual or remote (i.e., the must be able to work at the location the position is being announced for). Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024. GS-06 (Developmental): Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: helping develop educational needs plan, preparing updates web-based and instructor led training schedules and educational program materials. GS-07 (Full Performance): Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. Physical Requirements: No physical exertion is required. The work is primarily performed while sitting - though some work may require periods of standing. The regular and recurring work of the position, involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Duties may require lifting and carrying computer equipment, such as monitors and printers.
