The Talent Management System (TMS) Domain Manager for the VA Maine Healthcare System Service Line reporting directly to the Education Service Line (ESL) Manager. He/She will serve as Education Service Line Manager's administrative assistant providing planning and support for meetings and events involving the manager. The incumbent will also serve as the fund control point clerk and Government Purchase Credit Card holder for fund control points assigned to the Education Service Line.
Duties
Duties include, but are not limited to, the following:
Talent Management Domain Manager
Primary contact and subject matter expert (SME) for Talent Management System (TMS);
Design/execute reports;
Link education curriculums with medical center mission and strategic directives;
Ensure education requirements are included in TMS system;
Assigns training to local users via assignment profiles;
Deliver briefings regarding TMS;
Verify database information in TMS;
Maintains reference tables for Time and Leave (T&L)/Organizations;
Monitor external events in TMS;
Monitor Education Service mandates and compliance;
Create TMS items;
Create/maintain scheduled offerings in TMS;
National TMS Team
Work with national TMS team; participates in conference calls and face-to-face training;
Provide suggestions for improvements to TMS;
Test new reports;
Training
Train/ensure local TMS administrators, instructors, employees, as well as presents training at New Employee Orientation (NEO);
Assist users with TMS program;
Ensure accurate training reporting;
Administrative management & Program Assistant
Manage training calendar for Education Service chief;
Prepare documents/reports;
Perform research & analysis;
Records meeting minutes;
Plan/coordinate events; including new employee orientation
Manage/edit/update Education Service intranet page;
Compiles requests for travel, training & tracks attendance;
Performs PIV manager/sponsor/registrar roles;
Fund Control Point (FCP) Clerk
Prepare/review/monitors Education Service's budget;
Process reimbursements;
Enter purchase card orders via Integrated Funds Control Point Activity, Accounting and Procurement (IFCAP) program;
Responsible for Government Purchase Card (GPC) purchases and reconciliation;
Prepare records/reports related to fiscal training resources; ensures timely payment;
Answer non-technical questions on allocation/expenditure of education/training funds;
Monitor expenditures;
Prepare statistical information
Work Schedule: Monday-Friday 7:30 am-4:00 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of the Fund Control Point Clerk processes and procedures. Excellent skills in HTML and SharePoint editing and management. Strong skills in Microsoft Office software applications especially, Microsoft Outlook, Excel and Word.

Physical Requirements: No physical exertion is required. The work is primarily performed while sitting - though some work may require periods of standing. The regular and recurring work of the position, involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Duties may require lifting and carrying computer equipment, such as monitors and printers.
